Job Summary

The Assistant Vice President will be responsible for leading the Software Engineering and Operations team in FedLine for the Federal Reserve Bank of Chicago. 

The individual in this role will lead the Application Development teams while providing leadership to engineers, developers, analysts and scrum masters within the FedLine team. Additionally, this position will be responsible for advancing and implementing strategies, practices and new technology that meets the Bank’s needs. This position reports directly to VP of FedLine Products, Customer Relations & Service Office and will lead cross functional development teams supporting FedLine products.

This position will oversee three to five direct reports and 30+ indirect reports

Principal Duties and Responsibilities

Technical Leadership

  • Provide leadership, oversight, and support for the software and data delivery teams to ensure management and staff understand and meet business delivery, financial, productivity, service, security, resiliency and quality goals.

  • Manage multiple product-focused delivery teams using the Scaled Agile Framework (SAFe) ensuring development is coordinated and meets the business objectives, on schedule and within budget.

  • Present to Senior Leaders on the progress of technology initiatives within the bank.

  • Partner with peers across the National Federal Reserve system on defining business-driven and risk-focused application development strategies, platforms and initiatives

  • Develop and enhance a practice for solutions engineering that is comprehensive, realistic, and aligned to business strategies.

  • Establish goals and priorities and adjust direction as needed to respond to organizational, technology, and industry changes.

  • Work closely with staff and management team to formulate, implement and measure outcomes of strategic plans and goals. Assist with setting a vision for the future, including developing plans to meet or achieve business needs consistent with System IT Principles that focus on security, simplicity and productivity.

  • Lead the adoption of innovative technology practices and continuous improvement processes that deliver business value.

  • Ensure compliance with all applicable Department, Bank, and System policies, standards, service and quality measures, procedures, and controls to ensure the highest level of public confidence and operational integrity.

  • Represent the Bank at all levels across the System including developing, recommending and implementing significant initiatives. Influences IT standardization decisions and strategic initiatives through this participation and translate relevant activities into concrete action plans for the Bank.

  • Maintain a high level of knowledge of business, technical, operational, and policy issues within the industry to sustain high levels of ongoing operational quality and expertise

People Leadership

  • Recruit, retain and foster development of a diverse team with an appropriate mix of technical, interpersonal, and leadership skills. Identify and develop staff with leadership and management potential.

  • Develop, motivate, and evaluate performance of staff, which includes managing staff to identify developmental assignments and training opportunities, working with individuals on their career goals, delegating responsibilities, providing timely feedback and evaluating performance on any of the preceding duties. Plays a key role in the full cycle of employment matters, including but not limited to those involving hiring, retention and performance optimization, salary recommendations, and decisions related to the termination of employment, as well as the documentation of these matters.

Educational & Experience
  • Bachelor’s degree with concentration in computer science, management information systems or comparable technical discipline, or an equivalent combination of education and experience. Advance degree is preferred.

  • Minimum of 10 years technical experience in one or more areas of information technology or management information systems. Experience to include managing highly complex software delivery efforts, programs or technology platforms.

  • Experience leading software teams for delivery of infrastructure, identity and access solutions is a plus

  • Minimum of 5 years of experience leading technical teams or support functions.

  • Minimum of 5 years of experience with responsibilities over cloud technologies, solutions engineering, solutions development or product management.

  • Experience supporting API driven product delivery approaches

Knowledge and Skills

  • Advanced knowledge of Agile development practices and leading Agile development teams at scale (eg. SAFe)

  • Proven record of addressing substantial challenges and successfully driving significant change through collaboration and matrix management. Ability to motivate, develop and lead a diverse team through collaboration and consensus to reinforce a culture of service, accountability and innovation. Experience in building consensus and support and resolving enterprise-level governance issues.

  • Strong financial acumen to assess key financial indicators and make decisions accordingly. Demonstrated ability to make decisions in light of changing priorities or financial indicators. Commits resources to achieve improvement opportunities.

  • Strong business acumen with excellent organizational, problem solving, influencing and negotiating skills. Excellent day-to-day operating management skills – ability to execute coupled with a disciplined approach and an ability to effectively manage risk.

  • Commitment to delivering a great customer experience with a personal and professional value system consistent with the culture and values of the Bank and the Federal Reserve System. Ability to handle sensitive and confidential matters with judgment and discretion.

  • Highly developed interpersonal, presentation and communication skills with the ability to effectively relate and communicate at all levels, including the ability to explain technical matters in business terms

  •  Limited travel may be required.
