Job Summary

The Cloud Platform Manager is responsible for the end-to-end leadership of one or more core cloud technology platforms supporting the Federal Reserve Bank Services and FedLine business and technology portfolio. This includes leadership responsibility for the full lifecycle of cloud platform activities including planning, budgeting, design, delivery, operational, and prioritization of platform features to support business needs.  In addition to leadership responsibility, the Cloud Platform Manager is expected to demonstrate broad technical knowledge of the cloud capabilities being managed and the ability to prioritize cloud platform technical capabilities that would provide the most value to product teams using the cloud platform. The Cloud Platform Manager may also lead a cross-functional team in support of the above responsibilities and will also be responsible for partnering effectively with product managers and System IT technology providers and partners involved in foundational cloud or interfacing platform capabilities. The level of work is considered advanced and staff must work under minimal supervision. May need to provide input to hiring decisions, provide work direction and guidance to staff. This position does not have direct reports.  

Principal Duties and Responsibilities

Vision, Strategy, Roadmap, Prioritization:

  • Possesses a broad technical understanding of cloud platform capabilities and intuitively understands/anticipates how each may benefit the broader product portfolio
  • Provide leadership and direction for the cloud platform and underlying technologies and manage usage of cloud platform across portfolio.
  • Coordinate cloud platform roadmap with key stakeholders, including CRSO Product Managers, Agile Delivery Teams, Architecture and Operations, to create and deliver best of breed capabilities and value to product teams
  • Provide guidance about the vision, features, capabilities and overall priorities specific to cloud platform

Market/Vendor Trends

  • Maintain broad awareness of/engagement in industry and critical vendor/supplier plans and roadmaps to anticipate landscape changes that may affect the cloud platform and products using the cloud platform
  • Partners with vendors (internal and external) to understand future technical capabilities offered and technical currency considerations to develop multi-year cloud technical roadmaps

Product/Platform/Enabler Owner

  • Responsible for ensuring overall cloud platform performance against KPIs (ex. availability, security, cost of operations, usage/adoption, forecasts)
  • Lead delivery of internal community of practice, training and knowledge transfer for key cloud platform features

Need Identification/Demand Management

  • Work with product managers and delivery teams and to understand their product needs and how they translate to Cloud platform, platform technologies, and platform integration/workflow 
  • Understand cloud platform/cloud industry trends and how platform direction may influence how business capabilities are realized using the cloud platform
  • Identifies common technical cloud platform capabilities that can be used across multiple products and prioritizes those that would provide maximum value to the product delivery and engineering teams
  • Work with Enterprise Architects and broader leadership team to understand and plan cloud platform capabilities in the context of the broader technology portfolio strategy and to minimize redundant capabilities across platform offerings

SAFe Responsibilities

  • Develop high level cloud platform requirements for features describing the business value and success criteria
  • Work with platform engineering team in scrum activities as a cloud platform owner
  • Writes technical features, stories and acceptance criteria for cloud platform capabilities/runway needed to deliver planned or anticipated product delivery efforts
  • Develop and maintain a prioritized backlog and release plan for new cloud platform capabilities

Operational Leadership

  • Responsible for managing the full lifecycle of the cloud platform including integration with all other platforms to deliver end to end functional and non-functional requirements
  • Coordinates Dev/Sec/Ops and operational direction/approach for the cloud platform with platform stakeholders
  • Responsible for working with product managers leveraging the cloud platform to balance prioritization of platform features and capabilities to support business features, technical features, and currency needs
  • Responsible for managing cloud platform demand/resourcing needs in partnership with leadership team
  • Coordinates cloud platform activities for FedRamp/SAFR
  • Accountable for cloud platform licensing/usage needs
  • Partners with other System platform owners for corresponding National Services
  • Serves as the coordination point for all capability/feature requests to National IT partners related to cloud platform.

Education and Experience

  • Demonstrated ability to manage cloud services as a platform offering for product delivery
  • Experience with managing Amazon Web Services and AWS GovCloud environments strongly preferred
  • Experience with Scaled Agile Framework (SAFe) highly desired
  • Demonstrated experience in a successful product/platform owner or equivalent role
  • Bachelor's degree or equivalent experience as noted below 
  • 10 to 15 plus years of direct work-related experience
