Job Summary
Oversees and directs complex solicitations, negotiations, structures, and the management of Federal Reserve System vendor relationships with an emphasis on critically important vendors for the Federal Reserve’s Cash Product Office.  Ensures vendors adhere to all facets of contracts and statements of work that pertain to specific projects.


Key Responsibilities:

  • Provides oversight, direction, and leadership to broad scope single or multi-functional teams performing oversight and administration of strategic vendor relationships. 
  • Oversees creation and implementation of plans, policies, and procedures to ensure consistent and compliant processes as they pertain to managing vendors. Adept at developing both direct and indirect reports as well as other employees in the Fifth District and Cash Product Office
  • Recommends and implements multi-year strategic goals and objectives
  • Provides oversight of the activities of those responsible for ensuring that all work is performed in adherence to accepted industry standards and regulations
  • Ensures adherence to department /functional budgets and efficient use of resources
  • Identifies operational efficiencies, seeks improvements to vendor management processes by evaluating and refining processes and procedures
  • Decisions are strategic and operational, impacting overall business activities of contracts and sourcing  
  • Develops and presents policy recommendations and influences policy making decisions. 
  • Establishes and maintains Federal Reserve System vendor relationships and negotiates engagement terms and conditions
  • Regularly interacts with all levels of officers and managers to provide expertise to address and resolve highly complex contracts and sourcing issues
  • Provides recommendations, interpretations and consultative services to key stakeholders on solicitations, negotiations, structures, and vendor relationship management 

Education and Experience:

  • 9+ years of relevant functional work experience
  • 3-5+ years of management or supervisory experience

  • Bachelor's degree or equivalent experience/Master’s degree may be preferred

Knowledge and Skills:

  • Broad and deep technical knowledge of and ability to interpret and apply Request for Proposal (RFP) processes and requirements and current industry best practices for procurement

  • Ability to translate highly technical information into proposals and summaries, presenting complex system specifications in terms that stakeholders can understand

  • Expertise in problem solving, creativity and innovation to determine problem areas and provide fresh approaches to solving highly complex, significant procurement problems

  • Advanced analytical, planning, problem-solving, and organizational skills required to direct and lead staff

  • Outstanding oral and written communication, ability to interact on required information and negotiate with all levels of Bank management, the Board of Governors and staff

  • Advanced computer skill with Microsoft Office sufficient to perform responsibilities as outlined above.

Special Considerations:

  • The hiring range is $106,800 - $133,500, annually
  • Salary offered will be based on the job responsibilities and the individual’s knowledge, skills and experience as defined in the job description
