The Federal Reserve is developing a new interbank 24x7x365 real-time gross settlement (RTGS) service with integrated clearing functionality, called the FedNowSM

service. This service will help enable financial institutions provide their customers with the ability to send and receive payments any time, any day, and have full access to those funds within seconds.  This position is a unique opportunity to be part of a new mission-critical Federal Reserve initiative that will be transformative to the payments landscape in the United States.


Position Contributions-
As Program Execution Officer for the FedNow program, the selected candidate will be responsible for setting the strategy and ensuring coordination between the business, technology, and administration programs. Works at the direction of the Program Management Executive (PME) and collaborates with other Program Managers to identify critical dependencies, risk, and issues that traverse the FedNow program. As the intersection point for all execution activities, the selected candidate will be responsible for orchestrating activities across programs.

Responsible for leading and managing a team of program managers who are responsible for managing the execution the program under their span of control.  Responsible for staff development and performance management. Works collaboratively across the FedNow and shared services organizations to develop and foster relationships with key program stakeholders, is responsive to evolving needs, and is able to communicate effectively across all levels of the organization.


What will be expected of you-
• Primary responsibility for FedNow program execution
• Manage a team of program and project managers to ensure the successful delivery of the objectives of the FedNow Program.   Direct project managers/teams, coordinating activities and resources across multiple programs
• Identify and pro-actively monitor cross program dependencies, critical path, and risk
• Ensure that the CIO, CAO, Business Executive and Program Management Executive are informed of issues and potential impacts before they affect program critical activity delivery.
• Working with the Program Management executive, define program and project objectives, scope, timelines and program controls
• Design the Program Execution approach, structure and organization to achieve the goals of the FedNow program
• Advise the Program Management Executive as required
• Work with the PME to manage budget expectations for the program execution area
• Collaborate with PMO lead to ensure seamless reporting of program status, issues, and risks

• Develop and maintain key inter-organization relationships with other FedNow divisions knowledge, skills and experience required


Expertise you will bring-
• Senior Level Officer with 10+ years of experience successfully leading large ($50MM or greater) multi-year technology programs.
• Ability to operate independently and in an environment that is ambiguous
• Communicates well across all levels of the organization
• Proven ability to lead in a fluid environment
• Proven ability to develop staff and build high performing teams
• Familiarity with project tools such as MS Project, Jira and agile development


Logistics & Requirements-
• May include remote working arrangements and some required travel, which may vary during project phases.

The second phase, which might not be complete until after you begin working at the Reserve Bank, is an additional risk-based security screening determined by the risk rating of the position.  Depending upon the sensitivity of the position, this phase may include, and is not limited to, work and residency eligibility verification, and personal interviews with the candidate, references, and prior employers.
