Are you a solid Learning and Development leader looking for a phenomenal new opportunity? Financial Institution Supervision and Credit (FISC) at the Federal Reserve Bank of San Francisco has a position for a Learning and Development Manager.

In this role, you will be responsible for the design and delivery of the Group’s learning programs for all levels of personnel. You will handle all training and development activities, helping staff perform their best work through a continuous learning environment that promotes advancing behavioral, professional, and technical competencies. Additionally you will lead strategic initiatives (KSIs) related to FISC’s human capital lifecycle, as well as stand-up new programs and communicate results in a clear, straight forward manner.

We are looking for someone who can set a positive tone for their area of responsibility while demonstrating a dedication to FISC’s mission and core values. The position manages the activities of the Human Capital Team and reports to the People Pillar Lead within the People, Process, and Technology (PP&T) function.


Key Responsibilities

  • Point person for continuous learning and development work.
  • Identifies, analyzes, and implements Group’s training and human capital activities.
  • Develops criteria for evaluating the effectiveness of such activities.
  • Maintains strategic plan with respect to training and human capital initiatives, monitoring to ensure goals are met and ongoing investments in resources and tools are appropriate.
  • Builds in-house programs to increase employee proficiency in current roles, as well as prepare employees for positions of growing complexity and/or responsibility.
  • Manages a small team of project managers and support specialists dedicated to talent-oriented programs.
  • Partners with HR Business Partner, Business Advisor, and the Bank’s Talent Development team.
  • Stays current on approaches, methods, techniques and research relating to developing, deploying and evaluating development programs.

Position Requirements:

  • Bachelor’s degree in Education, Instructional Design, Organizational Development, Talent Development, Training, or a related area of expertise is required.
  • Seven of more years of progressively more responsible work experience in adult learning or corporate training.
  • Certification in training is preferred, particularly the Certified Professional in Learning and Performance (CPLP) credential.
  • Instructional design experience concentrated on instructor-led, web-based, and self-paced content for both new course creation and existing course improvement
  • Demonstrated ability in adult learning principles and methodologies.
  • Demonstrated performance in these professional competencies: Business Enterprise Knowledge, Communication for Results, Conceptual Thinking, Consulting, and Strategic Thinking.
  • Demonstrated performance in these behavioral competencies: Collaboration, Emotional Intelligence, Accountability, Critical Thinking, and Innovation.
  • An applicant for employment must be a U.S. Citizen, U.S. National, or hold a permanent resident/green card with intent to become a U.S. Citizen.
